Es un modelo de implantación lineal que intenta seguir y re-dibujar el relieve característico de la zona. La meseta que se forma en el meandro del río acaba por convertirse en un Sistema General de Alcalá: deportivo y comercial, ya que se crea un mercado de abasto susceptible de convertirse en feria del libro, etc.
Conseguir una vivienda de alquiler que pueda ser el hogar de diferentes tipos de familias. Como Robert Venturi se apuesta por las habitaciones con usos genéricos. Los muebles móviles en lugar de tabiques móviles fomentan una flexibilidad perceptiva en vez de una flexibilidad física. La ambigüedad válida fomenta la flexibilidad útil.
